Social security systems differ not only in size, hut also in form. These forms have often been more controversial than the size of social expenditure. Different social forces have different conceptions of social security.Here is looked into the post-World War II settlements with regard to social security in Austria, Belgium, Britain, France, Germany, and the Netherlands, with a further glance at Denmark, Italy, Norway and Sweden. It is argued, that the labour movement had a particular vision of social security, which (...) was carried through where the labour had the political majority and was defeated where it was a minority. Postwar developments derive form this settlement, which is more visible in the current crisis than in the 1960s - early 1970s period of expansion. (shrink)

China is moving from a centralized to a market economy to bring about efficiency in its economy and to form a business partnership with the West. With its reform adopting an open-door policy, there may be a need to assure its partners in the western world that appropriate steps would be taken to develop and foster a business culture with which the western countries and the Chinese businesses can work. The present study attempted to find whether there has been (...) a change in business ethical culture, accounting system and practice in the Chinese business between 1978 and the present, and the degree of similarity in the Chinese ethics and guidelines compared to Western ethics and guidelines. The result of the study has been analyzed from an institutional perspective to explore institutional change. The result showed that there is general growing support of Chinese management toward change in business ethical culture and practice. It was observed that there was not much similarity in the documents used for ethical guidance and control with those of the West. The findings of the paper are expected to be relevant to international investors and executives interested in investing or working in China. (shrink)

According to Rainer Forst, (i) moral and political claims must meet a requirement of reciprocal and general acceptability (RGA) while (ii) we are under a duty in engaged discursive practice to justify such claims to others, or be able to do so, on grounds that meet RGA. The paper critically engages this view. I argue that Forst builds a key component of RGA, i.e., reciprocity of reasons, on an idea of the reasonable that undermines both (i) and (ii): if RGA (...) builds on this idea, RGA is viciously regressive and a duty of justification to meet RGA fails to be agent transparent. This negative result opens the door for alternative conceptions of reciprocity and generality. I then suggest that a more promising conception of reciprocity and generality needs to build on an idea of the reasonable that helps to reconcile the emancipatory or protective aspirations of reciprocal and general justification with its egalitarian commitments. But this requires to downgrade RGA in the order of justification and to determine on prior, substantive grounds what level of discursive influence in reciprocal and general justification relevant agents ought to have. Currently, research ethics committees in the UK meet behind closed doors—their workings and most of the content of their decisions are unavailable to the general public. There is a significant tension between this current practice and a broader societal presumption of openness. As a form of public institution, the REC system exists to oversee research from the perspective of society generally.An important part of this tension turns on the kind of justification that might be offered for the REC system. In (...) this paper I adapt Daniels and Sabin’s accountability for reasonableness model for just resource allocation to the research ethics context to provide some structural legitimacy and to enable progress on the question of openness. After considering the consequences of adopting this model for open REC meetings, I then examine some reasons that might be offered against open meetings. These arguments do not overwhelm the core intuitions behind the presumption of openness but they do, I suggest, give us reason to retreat from fully public meetings. I conclude that there should be important adjustments to the system towards public accountability and that there are grounds for stopping short of fully public meetings. (shrink)

At every moment, somewhere in the world, a group of men and women are sitting around a table deliberating about an ethical issue posed by medicine and research, whether as a research ethics committee; a hospital or clinical ethics committee; a stem‐cell review committee; a gene transfer research committee; a biobank ethics committee; an ethics advisory committee for a medical or nursing association or nongovernmental organization; a state, provincial, national, or intergovernmental bioethics committee; or an ad hoc panel examining a (...) particular development or case. However, the last national committee in the United States, the Presidential Commission for the Study of Bioethical Issues, held its final meeting at the end of August 2016 and closed its doors. Should we regret its departure? I believe that the United States would benefit from having another national bioethics advisory body, but I do not think that the commission should simply have continued under a new president in the same form. Instead, looking at the experience of that commission and its six predecessors—who they were, how they worked, the functions they served, and the problems they experienced—we can derive some useful ideas for anyone planning to build the next commission. In acute inpatient mental health services, patients commonly demonstrate extreme behaviours. A number of coercive practices, such as locked doors, enforced medication and seclusion, are used in these settings to control such behaviours. The aim of this report is to explore briefly some of the contemporary debates pertaining to seclusion. A perusal of the literature reveals a clarion call to end the practice of seclusion, without consideration of feasible alternatives. Rainer Forst’s constructivism argues that a right to justification provides a reasonably non-rejectable foundation of justice. With an exemplary focus on his attempt to ground human rights, I argue that this right cannot provide such a foundation. To accord to others such a right is to include them in the scope of discursive respect. But it is reasonably contested whether we should accord to others equal discursive respect. It follows that Forst’s constructivism cannot ground human rights, or justice, categorically. At (...) best, it can ground them hypothetically. Résumé : Le PPBS a été conçu comme un instrument destiné à ceux qui décident de l'allocation des ressources publiques : il doit leur permettre de prendre de meilleures décisions. S'il est très difficile de repérer et de juger les choix que le développement du système a inspirés aux Etats-Unis, il n'en est pas mains certain que ses résultats tangibles sant maigres car la masse des anciens programmes, principale source potentielle de moyens nouveaux, n'a guère été remise en question.La valeur (...) intrinsèque du PPBS ne peut être mise en cause. Ce qui doit l'être, c'est la lenteur de son développement, qui demeure peu avancé. Cette lenteur s'explique, car le système ne peut produire des fruits dans une terre stérile qu'on n'a pas préparée.La brutalité et les maladresses de l'opération déclenchée en 1965 dans le gouvernement fédéral américain ne pouvaient que renforcer la résistance au changement et retarder, sinon compromettre, le succès final. Les perspectives demeurent heureusement favorables, puisque la nouvelle administration ne semble pas décidée à faire machine arrière et que les Etats et Villes ont démarré sous de bien meilleurs auspices.La principale conclusion qu'imposent les expériences américaines est que toute juridiction intéressée par le PPBS doit impérativement développer, de la façon la plus générale, la volonté d'instaurer le système et s'assurer les moyens de le faire. C'est dire qu'il est peu sage d'engager la bataille sur tous les fronts à la fois : il faut tenter des percées. Mais c'est dire aussi combi en l'information et la formation sant essentielles. A cet égard, l'installation généralisée de certains éléments du système, à savoir la structure de programmes et le budget-programme, loin de présenter des inconvénients, peut constituer un excellent exercice en dehors de son utilité directe pour le preneur de décision. La bataille en cause est surtout celle de la conviction: l'outil est prêt, il est bon, encore faut-il que l' ouvrier accepte de s'en servir.Samenvatting:Planning-programming-budgeting werd ontworpen als een instrument voor diegenen die beslissen over de toewijzing van de overheidsmiddelen.Dit instrument moet de beslissers in staat stellen betere beslissingen te treffen. Het is niet makkelijk deze beslissingen op te sporen en te beoordelen welke in de Verenigde Staten getroffen werden onder invloed van de ontwikkeling van deze systeembenadering. Toch is het met vrij grote zekerheid te stellen dat de tastbare resultaten gering zijn omdat de veelheid aan oude programma's die tenslotte toch de voornaamste potentiële bronnen zijn van nieuwe middelen, nooit werden aangevochten.De intrinsieke waarde van PPBS kan daarom evenwel niet worden genegeerd. Wat wel dient aangeklaagd is de traagheid van zijn aanslepende ontwikkeling. Deze traagheid is te verklaren door het feit dat het systeem slechts vruchten kan afwerpen zo het ingeplant wordt in degelijk voorbereid terrein.De brutaliteit en de onhandigheden bij de operatie die in 1965 werd ingezet in het amerikaans federaal overheidsbestel konden niets anders dan de weerstand tegen de verandering versterken en afbreuk doen aan het uiteindelijk slagen van het systeem. Het doorslaggevend besluit uit de amerikaanse ervaringen terzake is wel dat elke instantie welke belangstelling heeft voor PPBS, nodig moet op zo breed mogelijk vlak de wil doen groeien om het systeem te ontwikkelen en er ook de nodige middelen toe ter beschikking stellen. Dit betekent tevens dat het weinig aan te bevelen is de strijd op alle fronten terzelvertijd aan te binden maar wel geleidelijk doorbraken te verwezenlijken. Dit brengt dan evenwel ook met zich dat informatie en vorming essentieel zijn bij deze strategie. In dit verband moet dan ook gezegd worden dat reeds het invoeren van sommige deelementen van het systeem, zoals de programmastructuur en het programmabudget, voor de beslisser nuttig kan zijn voor zijn persoonlijk inzicht en vorming.De te voeren actie dient nog slechts te worden toegespitst op het overtuigen van de verantwoordelijken. Het instrument is immers gebruiksklaar en degelijk, er is alleen nog het wachten op de wil van de gebruiker dit instrument ter hand te nemen. (shrink)

Contrasting institutionalism and sexual liberation is the essence of Black Mirror episode, Striking Vipers, which challenges the socially constructed boundaries imposed on sexual experiences in its consideration of how two conflicting lifestyles, traditional commitment and sexual openness, can cohabitate together. Through use of virtual eroticism, the episode takes the privileged standing of heteronormative monogamy and exposes its inadequacy as an institution without concluding that it must be jettisoned entirely. By contrasting real‐world intimacy with virtuality, it considers the meaningfulness of sexual (...) fantasies, thereby questioning the very definition of true intimacy. Striking Vipers ultimately explores the possibility that what is real may not always be what is most meaningful. Physical relationships can be just as artificial as fantasy, and imagination can be just as meaningful as reality. It concludes with the suggestion that neither heteronormative monogamy nor virtual escapism are fully satisfying. Instead, both romantic expressions may provide the necessary balance between monotonous devotion and unrestrained sexuality. (shrink)

Domestic violence is an important social problem that strongly impacts the healthcare system. It is estimated that two to four million women are physically abused each year by their husbands, ex-husbands, or boyfriends. Many of these abused women enter the medical system as patients with physical injuries, somatic symptoms, or psychiatric problems. These patients represent a large proportion of women patients in a variety of clinical settings: 22–35% of women presenting to emergency departments, up to 37% of obstetric patients, and (...) over 25% of women seeking primary care. Despite the significant health implications of marital abuse, healthcare providers often fail to identify and treat this problem when signs are present. (shrink)

De kunsten zijn het aangewezen instrument voor deze ‘daad van verzet’ ‘tegen de krachten van vernietiging en vergeten in het menselijk leven’. Het werk van Sebald, achtervolgd door de ‘postmemory’ aan het Duitse oorlogsgeweld dat hij zelf alleen indirect had (...) meegemaakt, is hiervan een veelzeggende illustratie. (shrink)

Like most EM physicians presented with a wide assortment of patients I've never seen before, will probably never see again, and cannot schedule for a more convenient return visit when there are not three ambulances pulling up to the door, I sometimes get a bit cranky when I interview a patient who has registered for a less‐than‐valid “emergency.” As a resident in Mel Konner's Becoming a Doctor put it, “Low back pain? Low fucking back pain? You're waking me up (...) for low fucking back pain?” Although I ceased a long time ago to ask, “Why now?”—you almost never get an answer that is satisfying—I still think it. Often, I am sad to say. Perhaps it is a result of the obvious forces of callousness born of distance born of training and of stress. Again, Konner captures it well: “It is obvious … that the stress of clinical training alienates the doctor from the patient, that in a real sense the patient becomes the enemy. … At first I believed that this was an inadvertent and unfortunate concomitant of medical training, but I now think that it is intrinsic. Not only stress and sleeplessness but the sense of the patient as the cause of one's distress contributes to the doctor's detachment.” Such detachment can blinker our eyes from seeing why patients come to the emergency room and prevent our ears from hearing. On December 18, 2014, a yellow female fly quietly emerged from her pupal case. What made her unique was that she had only one parent carrying a mutant allele of this classic recessive locus. Then, one generation later, after mating with a wild‐type male, all her offspring displayed the same recessive yellow phenotype. Further analysis of other such yellow females revealed that the construct causing the mutation was converting the opposing chromosome with 95% efficiency. These simple results, seen also in (...) mosquitoes and yeast, open the door to a new era of genetics wherein the laws of traditional Mendelian inheritance can be bypassed for a broad variety of purposes. Here, we consider the implications of this fundamentally new form of “active genetics,” its applications for gene drives, reversal and amplification strategies, its potential for contributing to cell and gene therapy strategies, and ethical/biosafety considerations associated with such active genetic elements. The possibility of a harmony between the psychological doctrine of Aristotle and that of Plato marks a significant issue within the context of the debate surrounding Aristotle’s putative opposition to or harmony with Plato’s philosophy. The standard interpretation of Aristotle’s conception of the soul being purely hylomorphic leaves no room for harmonisation with Plato, nor does a functionalist interpretation that reduces Aristotle’s psychological doctrine to physicalist terms. However, these interpretations have serious drawbacks, both in terms of ad-hoc explanations formulated in (...) the developmentalist mode, and the misconstruing of some of the fundamental features of Aristotle’s psychological doctrine. A dualist interpretation that accepts Aristotle’s doctrine of some part of the soul being properly incorporeal, separable and immortal overcomes these drawbacks and, significantly, opens the door for Platonic harmonisation. Furthermore, it can be shown that the kind of immortality in question is also in line with the Platonic stance, due to a deep similarity between the conceptions of metaphysical and moral personhood held by Plato and his student. However, this Aristotelian dualism is not Platonic dualism simpliciter. Rather, it is best understood in terms of the division of labour between Aristotle and Plato suggested by the Neoplatonic commentators generally, and Simplicius in particular. I argue that though questions surrounding these issues and particularly the issue of reincarnation remain, an account of Aristotle’s psychological doctrine as dualist and in harmony with Plato’s view of the soul can be shown to be stronger than both standard hylomorphic and functionalist accounts, both exegetically and philosophically. How patients and nurses experience the acute care psychiatric environment The concept of the therapeutic milieu was developed when patients’ hospitalizations were long, medications were few, and one‐to‐one nurse–patient interactions were the norm. However, it is not clear how the notion of ‘therapeutic milieu’ is experienced in American acute psychiatric environments today. This phenomenological study explored the experience of patients and nurses in an acute care psychiatric unit in the USA, by asking them, ‘What stands out to you about this (...) psychiatric hospital environment?’ Three figural themes emerged, contextualized by time, which was a source of stress to both groups: for patients there was boredom, and for nurses, pressure and chaos. Although they shared some themes, nurses and patients experienced them differently. For instance, nurses felt caged‐in by the Plexiglas‐enclosed nursing station, and patients felt caged‐in by the locked doors of the unit. The findings from this US study do not support the existence of the therapeutic milieu as described in the literature. Furthermore, although the nurse–patient relationship was yearned for by nurses, it was nearly absent from patients’ descriptions. The caring experienced by patients was mainly derived from interactions with other patients. (shrink)

Henry Allison's “Incorporation Thesis” has played an important role in recent discussions of Kantian ethics. By focussing on Kant's claim that “a drive [Triebfeder] can determine the will to an action only so far as the individual has incorporated it into his maxim,” Allison has successfully argued against Kant's critics that desire-based non-moral action can be free action. His work has thus opened the door for a wide range of discussions which integrate feeling into moral action more deeply than (...) had previously been considered “Kantian”. (shrink)

Two experiments are reported that evaluated survey learning of youth with DS and typically developing children (TD) matched on Mental Age (MA). In Experiment 1, the experimenter navigated participants through a novel virtual environment along a circuitous path, beginning and ending at a target landmark (i.e., a door). Then, the participants were placed at a pre-specified location in the environment and instructed to navigate to the same door using the shortest possible path from their current location. They completed (...) the task three times: once after being shown the environment one time, once after three exposures, and once after five exposures. Results indicated that the participants with DS exhibited significantly less skill at identifying the shortcut than did the TD participants. In Experiment 2, participants learned two overlapping routes through a simple environment. Following acquisition, they were tested on several measures of survey knowledge: finding a shortcut, identifying the direction of landmarks not currently visible from their location in the environment, and recognizing a bird’s-eye representation of the overall environment. The results of Experiment2 indicated that the participants with DS were at least as good as the TD participants on all of our measures of survey learning. Hence, we concluded that people with DS can acquire some survey knowledge when they learn a simple environment. However, the performance of both groups was relatively poor in Experiment 2, indicating a need to consider identifying the mechanisms underlying the poor performance on wayfinding of people with DS. Identifying the underlying mechanisms, is a logical first step in devising methods of enhancing environmental learning of people with DS. (shrink)

Niettegenstaande de tendens van het failliet van het multiculturalisme is multiculturele dialoog niet weg te denken in een zich globaliserende wereld. Taylor, Gadamer, Honneth en Kymlicka hebben een bijdrage geleverd op het vlak van de erkenning van identiteit, respect en waardering van verschil. Wij voeren het argument aan dat bovenstaande auteurs niet ontsnappen aan het postmodernistisch dilemma van zelfautonomie en slachtofferschap. Dit komt doordat zij in hun rationale vertrekken van het afzonderlijke subject en deze situeren in een ruimte-tijd waarin de (...) tijd slechts een historische rol heeft en de ruimte geen actieve rol speelt. Tegenover deze uitvloeisels van het postmodern denken stellen wij het eco-communau-tarisme. Vanuit de vaststelling dat het individu denkt, spreek en handelt in de context van zijn taal en cultuur en dus vanuit zijn gemeenschap, situeren wij dit subject en de gemeenschap tevens in een particulier territorium of het ecotoop. Door middel van Hacking’s sociaal constructivisme, het Leibniziaanse meerwereldenbeeld en het biologische paradigma als nieuw denkkader, structureren wij de gemeenschap volgens een cyclisch en een lineair tijdverloop. Het cyclische waarborgt de traditie van een gemeenschap, het lineaire doet de gemeenschap evolueren naar een moreel betere toekomst en heeft een transcendent statuut. Het eco-communautarisme biedt het kader voor een kwalitatieve evolutie van individuen en gemeenschappen. Het normerend aspect hiervan is de pluriforme en multiculturele dialoog. (shrink)

Zijn roep in de woestijn gaat verloren in het chaotisch geschreeuw van de anderen. Tegenover dit koude, steriele postmodernisme stellen wij het eco-communautarisme. Vanuit de vaststelling dat het individu denkt, spreekt en handelt in de context van zijn taal en cultuur, dus (...) vanuit zijn gemeenschap, voegen wij aan Kants transcendentale ideeën 'Ik', 'Wereld' en 'God', een vierde idee toe: het 'Wij' of het principe van inclusiviteit. De Kantiaanse burgermoraal is Copernicaans geïnspireerd en steunt op de Newtoniaanse ruimte-tijdstructuur. Door middel van Hackings sociaal constructivisme, het Leibniziaanse meer-werelden-beeld en het biologische paradigma als nieuw denkkader, structureren wij de -gemeenschap volgens een cyclisch en een lineair tijdsverloop. Het cyclische waarborgt de traditie van een gemeenschap, het lineaire doet de gemeenschap evolueren naar een moreel betere toekomst. Het eco-communautarisme biedt het kader voor een kwalitatieve evolutie van individuen en gemeenschappen. Het normerend aspect hiervan is de pluriforme en multi-culturele dialoog. Iedereen zoekt geborgenheid in een eigenhuis, een plek onder de zon. Het vinden van een thuisplek is nochtans niet zo idyllisch als René Froger bezingt. Vooral in een multiculturele samenleving is de drang naar een thuisplek hevig. Op die plek exclusieve rechten uitoefenen wars van elke vorm van diversiteit, is een nieuw adagio. Wat voor de ene gemeenschap geborgenheid betekent, vormt voor een andere een regelrechte bedreiging. Hiertegen formuleren de auteurs een alternatieve landethiek in het spoor van Aldo Leopold. Deze (...) landethiek bouwen zij uit tot een fundamentele filosofie die radicaal breekt met de klassieke opvattingen van de Verlichting. De Leibniziaanse ruimte-tijd wordt de fundamentele basis voor de thuisplek. Cultuur, taal en landschap creeren de geborgenheid. Knowing the individual skills and competences of one's group members may be important for deciding from whom to learn (social learning), with whom to collaborate and whom to follow. We investigated whether 12 jackdaws could select conspecifics based on their helping skills, which had been exhibited in a previous context. The birds were tested in a blocked-exit-situation, where they could choose between two conspecifics, one of which could be recruited inside. One conspecific had previously displayed the ability to open the (...) exit door whilst the other individual lacked the skill. The subjects showed a significant preference for the skilled conspecific if they had previously directly benefited from this skill. If they had merely observed the skilled (and non-skilled) individual opening (or failing to open) the exit door, they did not preferably choose the skilled conspecific. Taken together, these results suggest that jackdaws are capable of assessing other individuals' competence under certain circumstances. (shrink)

Mace (bio)Environmental Philosophy and EpistemologyThe purpose of this paper is to help an audience attracted to environmental philosophy get to the core of Gibson's system in a compact form and to appreciate the necessity for an account of the environment in epistemology. I hope to show that Gibson's is a consistent and scientifically progressive account of knowing that gives the environment (...) its due and that this is not a simple matter of fiat but a call to extended scientific investigation. I want to stress that Gibson's work is scientifically progressive in the sense that it has consistently opened new avenues for research. If one could be assured tomorrow that Gibson was correct and his critics wrong, the ecological psychology enterprise would not have to be shut down with nothing left to do. The goal of the enterprise, certainly for Gibson, was not to be declared a winner but to open doors for discovery. Because Gibson has developed a theory of perceiving the environment, it would be worth exploring as an important topic for environmental philosophers covering a wide range of issues. It offers an intriguing, environmentally based, grounding for epistemology; it offers ways to deal [End Page 195] with practical issues within "pure science"; and it is open to reorganizing ways to conceptualize problems beyond epistemology.Gibson developed a richly articulated system that grew steadily over a period of 50 years, 1929 to 1979, which he devoted to "puzzling over" the "perplexities" of vision (1979, xiii). From Gibson's standpoint, knowledge begins with perception, and perception is perceiving the environment. The environment, for Gibson, is at least as essential as the brain to the existence and exercise of "the mind."As an empiricist, knowledge is based on perception for Gibson. But perception, at root, turns out to be perception of the environment. Entities like sense data and representations become "after the fact" curiosities for Gibson, and have no role to play in the foundations of perceptual experience and, a fortiori, knowledge. If Gibson is correct, then scientific accounts of perception must converge on environmental perception. A philosopher whose primary focus is epistemology, and who works within Gibson's system, would perforce be an environmental philosopher—not (first) because of a special concern for the environment, but because an adequate appreciation of relevant facts requires it. Of great importance to environmental philosophers is that Gibson not only provides an account of perceiving grounded in access to environmental properties, but he establishes a basis for perceiving this particular world as a specific arrangement of surfaces. The world we perceive, according to Gibson, is a connected, public world that we share. It is, again, the world, the logical individual world and not an abstraction. This is not an account of the experience of abstract shapes, distances, and motions. It is a system in which travelers can visit the pyramids and in which I can trip over your garbage.Is there a symmetric direction of influence? Just as a commitment to understanding knowledge scientifically and philosophically can lead one to focal considerations of the environment, could a deep concern for the environment as a value lead to the serious study of perception and, more broadly, epistemology? It seems entirely plausible. Gibson's is a "yin and yang" system of scientific complementarities beginning with animal and environment and extending to knowledge and value (in his concept of affordance). In each complementarity, the terms are differentiable but not entirely independent. Animals and their environments are different entities and should not be confused with one another, but they also are so [End Page 196] mutually dependent that one should not imagine a thorough account of one without the other. In like manner, objects and value (first through use) are not independently comprehensible in Gibson's system. This is a theme worthy of careful examination of detailed examples.
